Getting "SBL-SEC-10007: The password you have entered is not correct." with SSO

Customer is attempting to implement Windows Integrated Authentication (WIA) based web single sign-on (SSO) in Siebel. Authentication with the ADSI security adapter works fine but when they enable the SSO piece they are getting the following error for the anonymous user authentication:
SBL-SEC-10007: The password you have entered is not correct. Please enter your password again.
