ImageCreator doesn't extract language directories on Windows Vista, Windows 7 and Windows 2008.

To create an Install Image, we execute Windows_ImageCreator.exe.
But when executed on Windows Vista, Windows 7 and Windows 2008, the language directories are not extracted correctly.

In this situation, the language selection screen on Windows Image Creator did not appear.
And when installing the Siebel_Enterprise_Server or Siebel_Web_Server_Extension using the image, the following error was seen:
"This DVD is missing ENU support. You cannot install this patch over the existing installation."
Another symptom of this Image Creator issue is not seen until Siebel Server configuration - when trying to create the Siebel Server, the configuration wizard will not proceed past the step 'Language for Server Messages and Logs'.
Normally, you will be able to select multiple languages by selecting checkboxes, but due to this issue, there is a textbox for manual population of primary language and for 'Select one or more languages to be enabled in this instance of Siebel'. After populating these text boxes manually, the following error occurs upon clicking Next: "C004: You must select a value for Select one or more languages to be enabled in this instance of Siebel".
