Viewbar Dropdown Not Displaying In SI After Applying 8.1.1.3 FP

Symptoms

Customer is using eChannel SI 8.1.1. This works properly.

After applying the 8.1.1.3 FP and running eChannel SI, the Viewbar Dropdown disappeared.
