All View Tabs Disappear after Re-sequencing View Tab Layout from User Preferences Screen (Doc ID 1270752.1)

Symptoms

When changing the sequencing of the view tab layout for the "Accounts" screen, logout and login again users are not able to see any view tabs under that screen.

Steps to reproduce
---------------------------------

# Using Tools:

1. Set to TRUE the 'Inactive' property of view 'Account Detail - Activities View'.
2. Compile all projects.

NOTE: In a standard Siebel repository this view is defined as screen view in screen 'Accounts Screen'. In a standard Siebel application this view is accessible by SADMIN user via its responsibilities. Indeed this view is declared in Site Map > Administration - Application > Views and associated in particular to "Siebel Administrator" responsibility.

# Using Siebel Call Center application:

1. Run the application as SADMIN.
2. Click the "Accounts" screen tab:
> Access the screen's default view, namely the "Accounts Home" view.
> The link bar below the screen tab contains several links ("Accounts Home", "Accounts List", "Charts"...).

3. Click the "Accounts List" link (or the "My Accounts" view link in the Frequently Viewed Accounts applet).
> Access "My Accounts" view.
> The view drop-down list in the list applet header displays "My Accounts".

4. Drill down from the "Name" list column:
> Access the "Contacts" detail view.
> Several view tabs are visible ("More Info", "Coverage Team View"..., "Contacts"...)

5. Go to Site Map > User Preferences > Tab Layout.
6. Select the "Accounts" record in the "Screen Tab Layout" parent list applet.
7. Change the positions of 2 views in the "View Tab Layout" child list applet:

- change from 6 to 7 the "Order" list column for view "Account Affiliations".
- change from 7 to 6 the "Order" list column for view "Account Catalogs".

8. Log out and log in again.
9. Click the "Accounts" screen tab:
> Access the "Accounts Home" view but the link bar below the screen tab is empty.

10. Click the "My Accounts" view link in the Frequently Viewed Accounts applet.
> Access "My Accounts" view but the view drop-down list in the list applet header is empty (users see only a white rectangle).

11. Drill down from the "Name" list column:
> Access the "Contacts" detail view but all view tabs have disappeared.

NOTE: Go to Site Map > users see only the hyperlink for the "Accounts" screen. The hyperlinks for the screen views are missing.
