Siebel Experiencing Cpu To 100% Behavior (Doc ID 1271986.1)

CPU spikes when activity is created from email and email attachments are attached to Activity in siebel.
Customer have custom script which creates a Siebel Activity from an email, and attaches any attachments in that email to the activity (Siebel File system). Everything works fine in our current Siebel 7.7 environment. We are in the process of upgrading to Siebel 8.1, and have found issues with this code. When Customer try to encode an attachment > 24kb, the process maxes out the CPU on the server (it never returns and the service has to be manually killed). This is the line of code that it hangs on:
