Symptoms

When attempting to create a Plan record, the following error occurs intermittently:

The issue can be reproduced at will with the following steps:
1) Go to Organizations Screen
2) On the Organizations list applet, drill down on the Organization field to go to the Plans view tab
3) On the Plan list applet, click New button
4) Enter require fields
5) Save the record and sometimes the user see the required error message
