How to skip "File Download" dialog box?

Goal
When clicking on the attachment file name hyperlink in Siebel application to open an attachment, the "File Download" dialog window is always shown with the following message:
"You are downloading the file... Would you like to open the file or save it to your computer?"
The customer wants to skip this and open attachment file directly. Is there any way to achieve this requirement?
