Campaign Load process loads wrong number of records when Multiple Waves are defined

Using 220.127.116.11 :
A Campaign is created with multiple waves.
When the campaign is loaded, the total number of records that are inserted to S_CAMP_CON table are less than the allocated.
When the campaign is created with only one Wave the total number of records that are inserted to S_CAMP_CON are correct.
Some facts regarding this issue :
1. The created Campaign Load Files in \siebelfs\Marketing\EAI directory have the correct number of contacts.
2. Running a "select count (*) from S_CAMP_CON where SRC_ID = 'Row Id' " for the specific Campaign ' during campaign load, shows that all the records were correctly inserted to S_CAMP_CON table before executing 'Generate Source Codes' step.
However, after the execution of this step some records are deleted and the remaining records are allocated to the multiple waves.
3. If the campaign has only one wave the total number of records inserted is correct.
4. At the End, all of the campaign load tasks are completed without errors.
No customization has been made to Marketing Flows.
