Data Quality with IIR matching against all addresses gives error SBL-APS-00118 for the sdq_set_parameter function (Doc ID 1317617.1)

Symptoms

On vanilla 8.1.1.1 SIA QF3107 the following error is seen when saving a change to an account or contact with the data quality setting "Account Match Against" = "All Address" and DeDuplication enabled for IIR 2.8.07

SBL-APS-00118: Data Quality vendor-specific error: An error occurred when calling function 'sdq_set_parameter() ' in connector 'ISS': "(2) parse_local_parms failed." Detailed error message: [114064235 0] iodll> It is now 20110114064235

[114064235 0] Hash 30 is NULL


The error only happens when the account or contact is associated with an address
The error only happens when the Administration - Data Quality > Data Quality Setting "Account Match Against" = "All Address".
The error only happens the first time an account or contact name is edited or a record is inserted after login. The second account change on the same account does not produce the error.
The error can be reproduced using a vanilla UCM 8.2 SRF (ACRs 437 and 475) and an IIR system created from the vanilla SDF file.

The error also happens for the first merge of contacts or accounts in the Existing Duplicate list applet where the survivor record is updated.
