Netcharts Server Installation Hangs at Last Step

Customer is on Siebel 22.214.171.124 SIA  version, Microsoft Windows (32-bit)-2008
Customer is facing issues while installing Siebel Chart server as the installation is freezing at last step during installation
The steps to reproduce the issue are listed below:-
1) Navigate to the path where the Siebel Chart server software dump is located
2) Double click on the chart server installation executable
3) Follow the on screen instructions [which are self explanatory]
