Netcharts Server Installation Hangs at Last Step (Doc ID 1318405.1)

Microsoft Windows x64 (64-bit) - Version: 2008 R2

Symptoms

Customer is on Siebel 8.1.1.4 SIA [21225] version, Microsoft Windows (32-bit)-2008

Customer is facing issues while installing Siebel Chart server as the installation is freezing at last step during installation

The steps to reproduce the issue are listed below:-
1) Navigate to the path where the Siebel Chart server software dump is located
2) Double click on the chart server installation executable
3) Follow the on screen instructions [which are self explanatory]
