Message Broadcast and Session Timeout (Doc ID 1320781.1)

Symptoms

The documentation mentions that after creating a new broadcast message all connected users that you specify receive the message
immediately upon the date and time you have specified that the message be activated.

(Applications Administration Guide > Message Broadcasting > Creating a Message Broadcast)

Therefore, the time for a message to be received depends on the update message interval set either in user preferences, either at object
manager level. ("Application Message Bar Update Interval" parameter)

The correct behavior is that a new message is activated immediately and the next messages will be displayed depending on the interval time.
