Installing Siebel Developer, Mobile and Siebel Tools client: Prerequisite Checks fails

Information in this document supplements the installation steps from Siebel Installation Guide for Microsoft Windows Version 8.1 > Installing Siebel Tools.
While installing Siebel Developer, Mobile and Siebel Tools 8.1 clients , the Oracle Universal Installer (OUI) Product Specific Prerequisite Checks can fail.
1. When installing client on Windows 7, OUI check fails while checking operating system requirements:

Expected result: One of 5.0,5.1,5.2
Actual Result: 6.1
Check complete. The overall result of this check is: Failed <<<<
The OUI screen will look like this:
2. When installing client with MS SQL Server 2008, the following error can appear:
"Required Software Component Microsoft SQL ServerSetup has not been able to detect Microsoft SQL Client installed on your computer. In order for Siebel to function properly, you must first install Microsfot SQL Client\n\nInstall Microsoft Client from the network image. Run the Siebel Client install after you have completed this step\n\nExit Setup now."
