Installing Siebel Developer, Mobile and Siebel Tools client: Prerequisite Checks fails (Doc ID 1321056.1)

Symptoms

While installing Siebel Developer, Mobile and Siebel Tools 8.1 clients , the Oracle Universal Installer (OUI) Product Specific Prerequisite Checks can fail.

1. When installing client on Windows 7, OUI check fails while checking operating system requirements:

 Checking operating system requirements...
Expected result: One of 5.0,5.1,5.2
Actual Result: 6.1
Check complete. The overall result of this check is: Failed <<<<
