Sporadically CTI users were getting blank screen pop view for the view defined in the event response
After further investigation the the issue can be reproduced at will with the following steps:
1. Login to Siebel Application with a CTI user
2. Click on IE F5 hot key or IE refresh button.
3. Receive a inbound call
4. Release the call.
5. The user is redirect to the view based on a screen pop in Event Response on the release call event, but the view is blank, not even the controls show correctly.
