SBL-DAT-00172: No valid license keys error after the upgrade. (Doc ID 1325745.1)

Symptoms

The customer was planning to upgrade from Siebel 2000 to Siebel 8.1.1.x. As there is no direct upgrade path from Siebel 2000 to Siebel 8.1.1.x, he firstly upgraded from Siebel 2000 to Siebel 7.7.
When the customer installed new license keys on the Siebel tools after Upgrade to Siebel 7.7, "SBL-DAT-00172: No valid license keys were found in the database" error occurred. And following error was logged on the siebdev.log file:
