XMLP Report Server Component Process Terminated Error on Siebel CRM 220.127.116.11 Fix Pack

While uploading the Siebel BI Publisher Report Templates (Standard or Custom) on Siebel CRM 22.214.171.124 Fix Pack, the 'XMLPReportServer' component process gets terminated. The following error message comes up on the Siebel CRM UI.
Steps to Reproduce
1. Install and configure Siebel CRM 8.1.1, apply 126.96.36.199 Fix Pack.
2. Install Oracle BI Publisher 10.1.3.4.1.
3. Configure Siebel-BIP integration as per Reports Guide.
4. Try to upload a standard report template.
5. The report template fails to upload and the above mentioned error message is displayed on the Siebel UI.
