State Model - Transitions, Authorized Person --- User Unable To Change The Transition State

User is unable to change the transition status in Accounts. The customer is just adding new Authorized Positions into existing State Model and assigning the new positions to users.
The newly added user has no access to state model
All the authorized users should have access to the state model

Severe significance to business operation as each time a new position is added, the state model needs to be changed and this requires a downtime for the Object Manager and the Siebel Services
