"SBL-SEC-10018: Trust token mismatch" when implementing SSO

Customer is attempting to implement a web single sign-on (SSO) solution using the standard LDAPSecAdpt in Siebel. The SSO system is providing the Siebel login via an HTTP header variable in a supported manner. The process is not successful and the following is showing up in the application object manager log:
SBL-SEC-10018: Trust token mismatch
Customer has verified and re-entered the TrustToken parameter in both the security adapter profile and the appropriate virtual directory entry in the eapps.cfg file. Also the EncryptPassword parameter in eapps.cfg is set to FALSE.
Desired behavior is that the user should successfully authenticate into Siebel via the SSO system.
