Workflow Simulator Does Not Work Because Debug Client Can Not be Opened.

When trying to simulate a Workflow Process the Workflow Simulator is hanging before progressing to the first step of the Workflow. The debug configuration is fine and the debugger does work. When I simulate the Wf I follow these steps:
1-Run simulate Workflow.
2-An IE opens and the application starts running.
3-The Workflow simulation does not progress to the first step.
4-System prompt: keep waiting or stop simulation.
5-Keep waiting... It will never progress to the first step.
Re-installing the tools client and the web client did not resolve the problem.
