On : 8.1.1 [21112] version, Siebel EAI
When attempting to upsert a parent account and child Consumer,
the following error occurs.

ORA-01400: cannot insert NULL into ("SIEBEL"."S_PARTY_PER"."START_DT")
STEPS

The issue can be reproduced at will with the following steps:
1. Customize the business object to link to Consumer business component.
2. upsert with eai siebel adapter.
