Unable To Create "Email - Outbound" Activity type using Outbound Requests it gives the errors: SBL-DAT-00225, SBL-DAT-00938 due State Model (Doc ID 1367569.1)

Symptoms

When attempting to send an outbound request from Site Map>Administration - Communications>All Outbound Requests to send emails out for some recipients the following error occurs in the Communications Outbound Manager component log file:

ObjMgrBusCompLog Error 1 0000003c4e8c2832:0 2011-10-05 23:27:51 (buscomp.cpp (32075)) SBL-DAT-00225: The value entered in field Status of buscomp Action does not match any value in the bounded pick list PickList Action Status.

Another instance:

The email is sent but the corresponding Emai - Outbound activity record is not created as request in Site Map>Administration - Communications>All Templates>Advanced tab and check Create Acitivity check box.

The issue can be reproduced at will with the following steps:
1. Configure  an Outbond Request at Site Map>My Outbound Request or Outbound Request Overview.
2. Select Account Contacts Recipient Group.
3. Select a Email Template where the Advanced check box Create Activity has been checked.
4. Submit the outbound request.
5. Check corresponding activity Email - Outbound is not created.

Customer verify that List of Values for type EVENT_STATUS has the the values Done, Close, In Progress, Queued and they are active. Also when send an email by F9 (File>Send Email) the activity in the appropriate status is created, although the Comm Outbound Email Business Component has been changed do use status Closed instead of Done.
