Siebel Webclient - Lov Clear Cache Just Work For The Same Om Language

Currently, in a multilingual implementation, "Clear Cache" button ( located on the List Of Values applet ) works for a specific object manager (e.g. ENU) the user was logged on, to across all Siebel servers within an enterprise but not for the other object managers that may exist for other languages. (e.g. DEU, ESN, ...).

It was required an enhacement of this functionality so Clear Cache will work for all OM languages.
