eService non-employee end users can not create Complaint records and the Siebel application errors with ORA-01400: cannot insert NULL into ("SIEBEL"."S_SRV_REQ_BU"."BU_ID").

Siebel Version: SIA [21229]

Statement Of Issue: Siebel eService end users are unable to create new records in any of the screens.  Note that employee users are able to create new records.
Steps to Reproduce:
1) Log into the portal application and Navigate to Complaints view.
2) Click on the New button
3. Enter the required data.

Error: Error message pops up ORA-01400: cannot insert NULL into ("SIEBEL"."S_SRV_REQ_BU"."BU_ID").

Business Impact: Users are not able to create any records.
