Wsdl Import Fails With "Cannot Find Schema With Targetnamespace" (Doc ID 1381001.1)

Symptoms

WSDL could not be imported in Siebel. It failed with the following error :

  

... Port 'WSCompanyCustomer-port' cannot be imported.  PortType 'CompanyCustomer-service' cannot be imported.  The http://schemas.xmlsoap.org/wsdl/:operation 'changeCustomerConnection' was ignored.
