Assignment Manager Failing with Error DICT-ERR-1109 and DICT-ERR-1107 (Doc ID 1384694.1)

Symptoms

The Assignment Manager component in the Production environment fails to start.

After a full SRF and Repository Release, the Assignment Manager does not start again.

The following errors appear in the AsgnSrvr log file:

DICT-ERR-1109: Unable to read value from export file (Data Length (32) > Column Definition (3))
DICT-ERR-1107: Unable to read row 0 from export file (UTLDataValRead pBuff, col 4)

Stopping and starting the Assignment Manager component. It starts then quickly changes to 'Unavailable'.
Renaming / deleting the diccache.dat and rulecache.dat files, then re-starting the component does not resolve the problem.

Changes

The Oracle database parameter CURSOR_SHARING was set to SIMILAR instead of EXACT.
