Reload Runtime Events Command can cause Object Manager to shut down. (Doc ID 1384704.1)

Symptoms

Using the applet menu "Reload Runtime Events" from Sitemap > Runtime Events Administration > Events, Action sets, to refresh the current Object Manager rules cache, can cause system wide hanging issue.

This behavior may occur if runtime events are used by one session in the Object Manager at the same time as the Reload Run Time Events Command is being executed from another session in the Object Manager. 

For example: A user issues the "Reload Runtime Events" Command exactly at the exact same time, another user has issued another command which triggers Action Set of already loaded Run Time Event. 

While these situations are expected to be rare, in such situation this can cause system wide hanging issue.
