Siebel Marketing List Import Creates Contact that Already Exists

The list import functionality is not working as it is supposed work. It seems that it does not take into account "Exact Match' property on the customized field and each time create a new Contact record.
With the out of the box field, it still is not functioning.
The system should not create new contact record when the Imported fields that has the exact match set already exists in the table.
The issue can be reproduced at will with the following steps:
Run list import functionality with the customized field set a Exact Match on the import mappings. Run the import twice. The first time, it will put the record in the table. On the second import, this should be rejected as the record already exists.
E.g. Have a Contact whose First Name: John, Last Name: Nash, email: firstname.lastname@example.org, when try to import the same contact with Exact Match is checked for all 3 fields and Import Mode = Update Existing Records and Match Resolution Guideline = Reject Import Records , it still inserts the same John Nash record in S_CONTACT table.
