Why has the Allocation of Treatments to Marketing Campaigns Changed in Siebel 8.1 and Onwards? (Doc ID 1386526.1)

Goal

The allocation of treatments to campaigns was changed in Siebel version 8.1. In Siebel 8.1 in Campaigns >Campaign List > Design > Allocation the user has to enter a percentage (for example 100) to fully allocate a treatment to a list compared to earlier versions such as 8.0 where there is a checkbox instead. In 8.1 the list applet treatment columns are built dynamically by the application for each  treatment in the campaign offer.

Why was this changed in 8.1? Is it possible to customize the 8.1 user interface to allow a similar allocation process as in version 8.0 with a check box instead of a percentage allocation input?
