Unable to send email when a Campaign having Treatment Channel as Fax is launched

Email should be sent when a Campaign having Treatment Channel as Fax is launched

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Fax treatment have proper delivery profile set up
2. Create a Campaign with the Fax Treatment
3. Launch the campaign.
4. emails are not send.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot send emails via fax treatment.
