Errors SBL-DAT-00309 and SBL-DAT-00510 When Clicking 'Create Response' Button in Campaign Member screen in non-English Application

When attempting to Create a Response after launching a Marketing Campaign the following error occurs:

The corresponding English translation is :
You do not have the required privileges to view detailed information for this record, or may have been deleted recently. (SBL-DAT-00309)
The issue can be reproduced at will with the following steps:
1. Log in to Siebel in any non-ENU language application
2. Launch a Campaign
3. In the Campaign screen click 'Campaign Members'
4. Go to the All Campaign Members - Inbound view
5. On the 'Campaign Members List Applet - Inbound' applet click the 'Create Response' button.
