Using IE8 a Vertical Scrollbar Appears Beside Screen Tabs and Linkbar is Missing (Doc ID 1415427.1)

Symptoms

On Siebel 8.2.2/8.1.1.10 with IE 8.0, screen bar and link bars do not appear at the same time.

At the right of all the screentabs there is a scroll button to scroll down, when scrolling down the linkbar appears, but the screentabs disappear. User again has to scroll up to view the screenbar.
