Workflow / eConfigurator Hanged Due To eProdCfgCacheFS Location for Product Cache (Doc ID 1416136.1)

Goal

Customer faced an issue of workflow server active count not reducing. They tried to bounce all workflow servers, but still active count does not reduce. They have 4 WF server in PROD. Avg active count is 250 ... current count is 20,000. To overcome this issue, it was recommended to change path of eProdCfgCacheFS='/siebelapp/CONFIG'NFS filesystem to local file system. This resolved issue.
 
Question: What is the relevance of eProdCfgCacheFS and how to set this parameter in environment to improve performance?
