C102: "The Username / Password Combination cannot be validated at this time" Logged By Database Configuration Wizard (Doc ID 1421913.1)

Database Server configuration wizard fails with error:

C102: The Username / Password combination cannot be validated at this time

1. When the user runs configuration on version 8.1.1, when prompted for the database user name and password it fails with error C102.

At this point if the user tries to connect through ODBCSQL gets the following error

ODBC> connect
ODBC error 81 in SQLConnect:
523 80
(native error 0)

2. After launching the Database configuration wizard, as shown below, an ODBC error with C102 is returned:

./ssincfgw -args LANG=ENU MODE=LIVE MODEL_FILE=/sbsiebcrmavea/dbsrvr/admin/dbsrvr.scm -console

we get an error messages below

Press 1 for Next, 2 for Previous, 3 to Cancel or 4 to Redisplay [1]
Siebel Database User Name
Siebel Database Password
Database User Name [admin_user] admin_user
Database Password:
Database Password--(confirm):
Press 1 for Next, 2 for Previous, 3 to Cancel or 4 to Redisplay [1]
C102: The Username / Password Combination.IM003: [DataDirect][ODBC lib]
Specified driver could not be loaded cannot be validated at this time.

3. During Database Configuration > Install Database, after entering the database user and password, error is displayed.

The Oracle 32 bit client was installed.
This was checked by running the following command from the Oracle client lib folder:

The result of this command confirmed that the 32 bit Oracle client was installed: ELF 32-bit LSB shared object, Intel 80386, version 1 (SYSV), not stripped

The Oracle 32 bit Client library directory was included in the LD_LIBRARY_PATH environment variable.

The odbcsql utilty was still showing the error:
Logging into "SBA_81_DSN" as "admin_user" ...
ODBC error 00000 in SQLConnect:
Unknown ODBC error!
(native error 0).
Unable to login using specified ODBC parameters.
