Symptoms
On : 8.1.1.3FP SIA [21219] version, IBM AIX platform
Actual Behavior
Start only one siebsvc process at the start up
Expected Behavior
But it starting 3 siebsvc process
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Stop_server all
2. Start_server all
