Unable to connect to the gateway server (SBL-GEN-05009) - Siebel Gateway/Server configuration on Oracle Linux 6 (Doc ID 1435205.1)

Symptoms

The issue occurs when installing Siebel 8.2.2 on Linux version 6 update 0 or above (64bit).
The following scenarios have been observed:

Scenario 1
The Siebel Configuration Wizard fails with error 5009 in the configuration log file (config_MM-DD-YYYY_HH.MM.SS.log):
