SFSCLEANUP Deletes Attachment Files Generated by BIP

Symptoms
In Siebel Reports, BI Publisher generate reports. These reports are stored as attachments in the Siebel File System (base table is S_XMLP_REPOUTPT).
When the sfscleanup utility is run with delete option, the S_XMLP_REPOUTPT_*.SAF files are marked Orphans (even the valid ones) and deleted.
Steps to Reproduce
This issue can be reproduced at will with the following steps:
1. Execute the sfscleanup utility in report mode (so the files will not be deleted), e.g.:
sfscleanup /u sadmin /p sadmin /c esia81_DSN /f "\\myserver\fs" /d siebel /n Y /r Y /x "C:\clean\sfscleanup1.log"
2. All S_XMLP_REPOUTPT_*.SAF files are marked ORPHAN, e.g.:
S_XMLP_REPOUTPT_1-1BCA_1-5V.SAF ORPHAN
S_XMLP_REPOUTPT_1-1BDE_1-5Y.SAF ORPHAN
