The issue is with the F9 email functionality using HTML templates.
Using Siebel Email Client, Click F9 select the recipient and select the HTML template, the template content is display correctly in the "Send Message" popup but when the email is received, HTML tags are visible.
If the same template is used to send an email by an outbound communication request, the content is display correctly when the email arrives.
The HTML template has been created with the "HTML Template" flag marked. In the Outbound Communications user preferences of the siebel user, the "Default Message Format" is set to HTML.
