Siebel 8.1.1.5 ESD Failed To Start , error: Login Failed Attempting To Connect To Siebel (Doc ID 1449570.1)

ESD failed to start, the logs of ESD show this error

om.siebel.sem.common.db.DataProcessor$ConnectionFailureException: org.apache.axis2.AxisFault: Error Code: 10879185 Error Message: Error: Login failed attempting to connect to siebel.TCPIP.None.None://siebelsrv:2321/OUEnt/EAIObjMgr_enu


I had configured esd.properties to the url of the web marketing WS url as
esd.handler.webservice.url=http://localhost/eai_enu/start.swe?SWEExtSource=WebService&SWEExtCmd=Execute&WSSOAP=1
esd.handler.webservice.username=SADMIN


Symptoms


On : 8.1.1.5 SIA [21229] version, Email Marketing Server

When attempting to start ESD
the following error occurs.

2.start the component
