Siebel Components in "Unavailable" Status After Startup (Doc ID 1451604.1)

Symptoms

After Siebel services were started up, there were several components in "Unavailable" or "Shutdown" status. In enterprise log file, these components exited with error SBL-GEN-00001.

Also, the Siebel MainWin processes were failing:
