Serialization is Not Enabled in Public Sector (SBL-SVC-52713)

Information in this document applies to any platform.
Siebel Serialization is not working.
The issue can be reproduced at will with the following steps:
- Go to Administration - Case > Serialization Rules.
- Define desired Serialization Rules.
- Go to Cases > Case List.
- Drill down on a specific Case to create (or recreate) the defined Serial Number.
- Press the Regenerate All button.
The following error is displayed:
