SWSE Not Generating Logs

Applies to:Siebel Public Sector Service - Version 8.1.1 SIA  and later
The web server is OHS. No SWSE log files are being generated.
The steps described in <Note 477185.1> "How To Turn Up Logging on the Siebel Web Server Extension in Siebel Versions 7.x and 8.x?" were followed, but still no SWE logs are generated.
