Siebel Server Services Do Not Start After Siebel Strong Encryption Pack Installation

In Siebel 8.1, customer installed the Siebel Strong Encryption Pack (SSEP) but then had an issue where the Siebel Server was not able to start up. When checking the Name Server log in ../gtwysrvr/log, the following error was noted:
SBL-SEC-10007: The password you have entered is not correct. Please enter your password again.
The desired behavior is that the Siebel Server should start normally after the installation of the SSEP.
