Siebel Web Client is hanging after login
The Siebel Web Client seems to be hanging after entering log in credentials.
The "launching Oracle" pop-up window comes up and then does not go away. At this point the application seems to hang.
Getting the following error:

The same client machine can log on to dev environment using same Siebel version. So the client setup seems fine.
The Active X controls have been pre-deployed on the client; however the behavior remains the same.
The Web server / app server / GTWY are all installed on the same box.
There is no DMZ. The web client is accessing the URL from intranet.
There is no load balancer used.
OM used DB authentication.
SADMIN user has SSE role.
Web client login should work fine.
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. From client machine type the login URL for UCM OM
2. Login page is displayed.
3. Provide login credentials for SADMIN user
4. "launching Oracle" pop-up window comes up and then does not go away.
The issue has the following business impact:
Due to this issue, users cannot login.
