CRM Desktop - Inactive TODO_TYPE LOVs Appearing for Activity Type (Doc ID 1476479.1)

In the Siebel CRM system, the activity type picklist (TODO_TYPE) is a hierarchical LOV. That LOV is not set up multi-lingual because Oracle does not support it. The default language in Siebel is English and the second language is German, so the LOV does only contain English values. The CRM desktop will be used with both languages, too. When we use the CRM desktop with the English language, the Activity Type pikclist is working fine. When we use the CRM desktop with the German language, that picklist does not contain any values. Other picklists, that are not hierarchical, are working fine with the German language. We want the CRM desktop to show the English values for German users, as it is set up in Siebel.

When creating an Activity in CRM desktop inactive LOVs of type "TODO_TYPE" are still appearing in the Activity 'Type' picklist.
