UCM Publish/Subscribe - Errors Are Not Being Logged When A Publish Fails

The UCM Publish had been configured to use the Middleware option, rather than the multi-external system processing (where it fans out the publish message to multiple systems).
The problem encountered is that no error is getting raised when the UCM Publish/Subscribe Service is invoked and fails to reach the middleware system (despite exception handling on this step in the workflow).
How can the error be captured, so it can be re-tried later ?
