Web Client gets server busy and SBL-SCB-00011 error even though OM is neither crashed nor hang.

When the customer tries to login via the Web Client after the restart of Siebel Server and Web Server services, IE throws following error sometimes:
It will displays a login page if the customer press F5(refresh) button after the above error.
