Receiving error "Failed to get the dictionary folder name" on launching Dedicated Web Client on Local DB

When launching the Dedicated Web Client against the 'Local' datasource, using their local DBF, customer received following 'user ID or password that you entered is incorrect' error.
"The user ID or password that you entered is incorrect. Please check the spelling and try again"
Checking the siebel.log found following errors:
Failed to get the dictionary folder name
SBL-DCK-00209: Error getting file path for (null)
Error getting file path for %1
SBL-DCK-00209 Error getting file path for &amp;amp;lt;?&amp;amp;gt;
SBL-DAT-60237: Error loading dictionary file diccache.dat
SBL-DAT-60237: Error loading dictionary file diccace.dat
It was difficult to work out what the problem was from above errors.The Dedicated Web Client works fine against the Server data source, using the same SRF, File System etc. The only different was the Connect String, but it should not have anything to do with finding the data dictionary folder.
