Email Marketing Server daemons (BHD/CTD/ESD) sporadically fails to send request to Siebel Enterprise using Web Services

Symptoms
Customer using Email Marketing Server with daemons EMS 8.1 connecting to a Siebel Enterprise using Microsoft IIS Web Server 7.x or higher sporadically fails to send requests and the following error can be observer on the main daemon log files (bhd.log, esd.log or ctd.log)
In the BHD log file I see the below message:
2012-03-14 14:15:26,208 [QueueReader-0-queueDir] ERROR BounceProcessor Error in connecting to web service: com.siebel.sem.common.db.DataProcessor$ConnectionFailureException: org.apache.axis2.AxisFault: SOAP message MUST NOT contain a Document Type Declaration(DTD)
The main error is:
org.apache.axis2.AxisFault: SOAP message MUST NOT contain a Document Type Declaration(DTD)
The issue can be reproduced at will and is very sporadically.
