Error and Performance Issue on creating Account: "This operation is not allowed when there are no records displayed.Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215)" (Doc ID 1500355.1)

Symptoms

On : 8.1.1.7 [21238] version, Configuration - General

Issue description:
1. Customer is facing issue while creating a Account record.
2. The below error is thrown when write record is triggered:

 "This operation is not allowed when there are no records displayed.
Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215)"

3. Issue even exists if the scripting is removed from Account BC.

4.If we query the created account we could see that the account gets created but the error is shown.

5. The important thing is they have different env, like Development Env, ST Env and SIT Env.
All the env have same SRFs, but this issue is coming only in ST Env.

6. They are able to create Account without any error in Development Env, the issue is occurring in ST Env and then we have SIT env where again the accounts are getting created properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click on Accounts Screen
2. All Account List View
3.Create a new record by click on New button.
4. Below error would come to users.

"This operation is not allowed when there are no records displayed.
Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215)"
