Encryptupg.exe gives error SBL-DAT-00565

Symptoms
Using Siebel 8.1.1.6 version on MSSQL db server 2008 64 bit, db running on windows 2008 R2 64 bit OS, and APP on windows 2008 32 bit OS.
On execution of encryptupg.exe as follows:
encryptupg.exe /f NONE /t RC2 /j encrypt_columns.inp /l ENU /u SADMIN /p XXXXXXX /c D:\sba81\siebsrvr\BIN\ENU\uagent.cfg /g encryptupg.log
input file encrypt_columns.inp contains the following entries and it is placed in siebsrvr\bin directory.
[S_CONTACT_X]
ATTRIB_44 S_CONTACT_X ATTRIB_03
The required configuration was done in Siebel Tools for the ATTRIB_44 and ATTRIB_03 columns
Following error is encountered:
An internal error has occurred within the authentication subsystem for the Siebel application. Please contact your system administrator for assistance.(SBL-DAT-00565)
