Error With CTD and ESD - Tomcat Server not starting

Symptoms
ISSUE CLARIFICATION:
On Siebel 8.1.1.5 SIA [21229]
Customer is using 8.1.1.5 SIA [21229] but the tomcat server The tomcat server which the ESD installed in cannot be started, and there are a lot of exceptions found in the ESD log file as can be seen below:
